消息面上，国家发展改革委、国家能源局印发《煤炭工业发展“十五五”规划》。其中指出，积极发展全国统一煤炭交易市场，完善基础制度和规则，健全信息共享机制，进一步发挥全国煤炭交易中心作用。完善电煤保供中长期合同制度，推进煤炭交易合同规范化标准化，加强合同签约履约监管。健全煤炭市场价格形成机制，结合市场形势和成本变化适时完善煤炭价格区间调控政策，规范价格指数行为。德邦证券指出，《煤炭工业发展“十五五”规划》进一步提升煤炭的能源保供战略地位，推进产能大型化先进化和人工智能赋能煤矿先进建设，有望稳定行业供给格局、弱化周期波动，进一步提升企业稳健分红能力。
