8月26日，上海市人民政府办公厅印发《上海市战略性新兴产业发展“十五五”规划》。其中提到，促进卫星互联网与北斗、第六代移动通信（6G）、AI融合发展，加快“千帆星座”低轨通信卫星组网，推广“智慧天网”中轨天基测控服务，加快推进卫星互联网和北斗规模化应用。重点发展：1.商业火箭。加快研制新一代大直径大推力重复使用火箭，研发大推力火箭发动机、返回控制系统、结构舱段等关键技术，满足低轨卫星星座高密度组网需求，配套建设总装等基础设施。
2.卫星互联网。发展透明转发低轨跳波束通信、星间激光链路、星载相控阵天线、柔性太阳翼等关键配套，突破大规模、全自动低轨道变轨部署技术，研发面向手机直连的低轨卫星宽带网络通信技术，推动地面用户终端、卫星终端发展。加快布局超精超稳超净航天器研发平台，建设量产卫星数字工厂。
3.航天服务。提升卫星通信、导航、遥感、测控等服务能力，突破卫星在轨故障处置、燃料补充等核心技术，完善覆盖火箭发射、卫星在轨、第三方责任的全流程保险体系。
