8月22日，在2026绿色算力（人工智能）大会“高质量数据集与数据标注产业供需对接活动”上，《内蒙古自治区“一表通”数据标注工作指引》（以下简称《工作指引》）正式发布，标志着内蒙古政务数据建设正式迈入“标准引领、AI赋能”新阶段。

政务数据海量增长的时代，标准化数据标注是让AI理解基层填报语言的统一语义桥梁。《工作指引》为数据标注搭建起清晰的全链条路径，让政务数据从“能看”走向“能用”、从“人工统计”走向“机器理解”。

据了解，2024年起，内蒙古针对基层报表种类多、频次高、数据碎片化等困扰政务提质增效的问题，率先建成贯通国家到嘎查村六级的“一表通”系统，覆盖10744个业务部门、1241个苏木乡镇街道。目前，系统已汇聚96类、约9.7亿条高质量数据，由自治区统一建成“根数据库”。

《工作指引》旨在规范数据标注全流程工作，依托“根数据库”构建标准化标注、审核、运营体系和全区统一业务模型、对象模型体系，为智能体建设与基层精准治理提供统一数据支撑，将政务数据从“统计数字”转化为AI可读、可推理、可复用的知识底座，充分释放数据要素价值，提升基层治理智能化水平。
