ChainCatcher 消息，随着美元稳定币长期主导链上支付市场，欧洲正加快发展能够体现自身监管框架、货币主权和隐私标准的数字货币体系，并逐渐形成“数字欧元 + 私人欧元稳定币”两条并行路径。其中，欧洲央行正将隐私保护作为数字欧元的重要设计重点。欧洲央行执行委员会成员 Piero Cipollone 表示，数字欧元将提供当前技术条件下尽可能高的隐私水平，离线支付原则上仅付款方和收款方可见；在线交易中，欧元体系无法直接识别具体个人，但银行仍可获取反洗钱所需信息。
与此同时，私人机构已先行推进欧元稳定币。Revolut 已开始向丹麦、波兰和葡萄牙部分用户推出 EURR，未来计划扩展至整个欧洲经济区。EURR 运行于 Ethereum，由 Stripe 旗下 Bridge Building 发行，目标与 1 欧元保持稳定价值。Forbes 指出，数字欧元与 EURR 并非简单替代关系：前者属于央行发行的公共货币，后者则是私人发行的链上稳定币。欧洲数字货币市场正在沿这两种模式同时发展，竞争重点将集中在隐私、可用性、监管清晰度和实际经济价值。
