消息面上，8月28日，住建部、自然资源部、央行、金融监管总局、证监会五大部委在同日密集落地8份房地产文件，构成“3份基础性文件+5份配套办法”的完整制度组合。中信建投指出，“828”房地产新政并非需求端的刺激或救市，而是通过现房销售制、项目公司制、主办银行制以及个人住房贷款制度优化对房地产新发展模式进行了一次系统性制度重构。
招银国际发布研报称，行业专家认为8月28日出台的地产政策属长期制度改革，而非监管收紧。政策措辞保留充分灵活性，属非强制性，并具备充足缓冲空间及过渡期，地方实施细则及试点规则预期将在4至6周内陆续出台。该行指出，后续需关注城市政策边界、统一土地出让条款、竣工备案放款缓冲、定金制度细节、地价分期、认定标准及土地供应节奏调整等。
