外交层面，卡塔尔和巴基斯坦正持续斡旋，但美伊双方均未展现重启谈判的强烈意愿。伊朗总统佩泽希齐扬在上合组织峰会期间公开质疑美方履约诚意，称美国一再违反此前停火承诺，外交努力仍面临失败风险。
