荷兰道路管理局（RDW）于4月批准特斯拉的“完全自动驾驶”（(link)）系统在荷兰道路上临时使用，此举促使比利时、丹麦、爱沙尼亚和立陶宛也相继采取了同样的措施。欧盟层面针对该计划的投票最早可能于下个月举行。
FSD是一种驾驶辅助系统，可在人类驾驶员保持随时准备干预的状态下控制车辆的加速、制动和转向，但并不等同于完全自动驾驶汽车。
今年7月，塔巴罗曾表示，在安全权衡方面尚不足以证明批准该系统的合理性 (link)，特别是在限速和驾驶员注意力警告方面。

法国交通部一位消息人士称，法国希望通过自主测试来验证荷兰和特斯拉提供的数据，并在法国道路上对该系统进行测试。法国计划于9月中旬至下旬获得测试结果，以便在未来几个月内就欧盟的决定进行表决。
