9月5日，海口市住房和城乡建设局印发《关于促进房地产市场平稳健康发展若干措施的通知》。

　　该通知明确：

• 对已落户海南的人员，自落户之日起即享受海南居民同等购买商品住房待遇。
• 对在海南服役的现役军人（含军官、士官、义务兵），享受海南居民同等购买商品住房待遇。
• 在海南注册的企业，其在海南实际工作生活的员工，可在海口购买一套商品住房。
• 多孩家庭（二孩及以上）购买商品住房的，可在现行政策允许购买套数的基础上增加一套。

　　该通知鼓励“以旧换新”，满足改善性购房需求。凡挂牌出售本人或家庭成员在海南的住房，均可在海口换购一套商品住房。为满足居民就业、求学、康养等住房需求，购房人拥有住房套数的计算范围从海南全省改为海口市。

　　此外，车位数量超过物业管理区域内房屋套数、竣工验收满一年且整体车位公开出售满半年的商品住房项目，在确保每户业主可购买或租用一个车位的前提下，剩余可售车位可向本物业管理区域内业主放开购买，每套房屋业主累计购买不超过2个。
