据知情人士透露，在石油输出国组织及其盟友评估各成员国产能、确定各国明年石油开采上限之际，伊拉克正寻求大幅提高本国石油产量配额。
不愿具名的消息人士称，作为该组织第二大产油国，伊拉克希望未来产量目标以每日 600 万桶作为基准，较当前基准水平大幅提升。相关流程尚处于保密阶段，伊拉克石油部暂未回应置评请求。
六十年前石油输出国组织正是在伊拉克成立。该国曾在 6 月暗示，若无法获得足够高的产能基准，可能选择退出 OPEC+。此举或将重创这一联盟，此前中东另一重要成员国阿联酋退出，已令联盟遭遇冲击。
OPEC 及其合作国已委托外部顾问评估各成员国实际最大产能，让配额设置更贴合真实生产能力。本次评估将于本月底完成，并在 11 月末石油部长会议上审议批准。
