ChainCatcher 消息，印度证券交易委员会（SEBI）周四宣布，三家发行方通过其 Demat 2 试点计划发行代币化公司债券，共募资 1025 千万卢比（约 1.072 亿美元）。该试点利用分布式账本技术发行、持有和结算公司债券。
REC Ltd. 于 9 月 7 日率先发行，从 18 名投资者处募资 500 千万卢比（约 5230 万美元）；L&T Ltd. 于 9 月 9 日从 4 名投资者处募得相近金额，IIFL 同日从 1 名投资者处募资 2500 万卢比（约 260 万美元）。SEBI 表示，试点基础设施将公司债券以原生数字代币形式记录在存管机构拥有的分布式账本上，并通过央行统一市场接口连接印度储备银行的批发型央行数字货币，实现债券与资金端的原子结算。
该机制可降低证券与资金分离转移带来的结算风险，发行方在竞标后当日即可获得资金，而现有流程通常需要两至三天。监管机构称，共享账本上债券持有人信息对所有授权机构即时可见，到期日 e₹ 付款将直接进入持有人央行数字货币钱包。SEBI 澄清该试点并未创设新的公司债券类别，代币化债券保留与传统无纸化债券相同的 ISIN、发行人义务、票息、期限、契约、评级及投资者权利。试点分三个阶段推进，首阶段覆盖机构发行，二级交易与散户准入将在后续阶段于 SEBI 监管沙盒中开展。
