Countries in North America, Central America and the Caribbean could begin issuing authorization letters during 2026 and 2027, creating an opportunity for projects in those regions to access CORSIA demand.\n\nCORSIA authorization letters gain weight with buyers and sellers\nThe availability of eligible units is closely linked to host-country authorization, which is becoming an increasingly important factor for buyers and sellers. Nathalie Flores, vice-president of carbon markets at StoneX, said African credits with authorization letters and insurance were trading at around $13 per tCO2e.\n“Everything is very tied to the authorization letter,” Flores said.\nCORSIA’s first compliance phase covers 2024-2026 emissions, with the second phase running from 2027 through 2035. The transition is expected to increase the role of airlines as buyers of eligible carbon units.\n\nMexico’s CORSIA authorization bottleneck is political\nFor Mexico, the regulatory hurdle may be smaller than previously thought. Víctor Escalona, senior consultant for Article 6 and carbon markets at IDOM Mexico, said the country already has institutional infrastructure from its participation in international carbon markets since 2004 and from the Kyoto Protocol’s Clean Development Mechanism (CDM).\n“For the practical case of Article 6 or CORSIA, it would be enough to update the existing procedure,” Escalona said. “There is no need to create a new procedure, change the law or create a new authority.”\nMexico could update its existing framework to incorporate Internationally Transferred Mitigation Outcomes (ITMOs) and expand the authority of the Intersecretarial Commission on Climate Change to approve and authorize projects under Article 6.2 and Article 6.4, Escalona said.\n“The main obstacle is political,” Escalona said, noting that the government needs to decide whether it wants to participate in the international mechanisms.\n\nCORSIA authorization delays could divert carbon finance to Africa and Asia\nThe delay could affect where developers and investors allocate capital, Escalona said, as projects may move toward jurisdictions that already provide greater clarity on authorization.\n“If in Mexico, and not only in Mexico but throughout Latin America, we want that financing to stay in our countries, we have to start authorizing projects,” he said. “Otherwise, that financing will go to other regions, Africa, Asia.”\n\nDevelopers must design projects for CORSIA from the outset\nFor developers, CORSIA also changes the way projects need to be designed. Escalona said project owners should consider their target market from the outset and incorporate CORSIA requirements during project development rather than seeking eligibility after credits have been issued.\n“Developers have to learn how to develop for CORSIA, and not only for the voluntary market,” he said.\nCORSIA provides an additional source of regulated demand for projects that meet its requirements, while relying on established carbon-crediting programs rather than creating an entirely new project standard, Escalona said.\n\nVerifiers face stricter Article 6 and CORSIA requirements\nThe growing complexity of international carbon markets is also increasing requirements for validation and verification bodies. David Costa, commercial director at validation and verification body Verifit, said verifiers need to understand technical requirements as well as national and international regulatory frameworks.\nArticle 6 requirements covering additionality, baselines, monitoring and engagement with local stakeholders are becoming more robust, while individual countries can introduce additional requirements, Costa said.\nSocial and environmental claims remain particularly difficult to verify because projects can struggle to provide concrete evidence of claimed benefits, he said.\n“Social aspects are still a major challenge,” Costa said. “Many projects start by trying to demonstrate that they contribute to eight Sustainable Development Goals, for example, and when we get to verification, they cannot demonstrate with very concrete evidence that those benefits actually occurred.”\nFor CORSIA, verification bodies must also understand whether units can be used domestically or transferred internationally without creating double counting, Costa said.\n“It is not only the technical part,” he said. “It also requires sector-specific, national and regulatory knowledge, at national and international levels.”\n\nLatin American carbon finance waits on national legal frameworks\nFlores said the same lack of regulatory clarity affects financial institutions, which need clear national legal frameworks before committing capital to carbon projects.
