ChainCatcher 消息，伊朗正逐步放松外汇管制，并默许企业使用 Tether（USDT）和 Bitcoin 进行跨境交易。知情人士称，伊朗央行近几个月来已鼓励企业通过当地加密货币交易所等方式将海外资金汇回国内，企业也可通过公开市场兑换外汇，并将出口收入直接用于进口商品。一名接近伊朗政权的企业高管表示，央行目前并不追问资金转移方式，使用加密货币收取出口款项已成为常态。
数据显示，2025 年约有 100 亿美元规模的加密货币流经伊朗，区块链分析机构 Elliptic 估计，伊朗约占全球 Bitcoin 挖矿活动的 4.5%。伊朗国内仍存在超过 1000 亿美元未申报的海外及境内收益，超过 2 万名个人和企业未履行约 940 亿欧元出口收入回流义务。Tether 此前曾冻结约 3.44 亿美元与伊朗央行有关的钱包资产，美国财政部也警告称，与伊朗进行数字资产交易可能面临制裁风险。
