据知情人士透露，在OPEC及其盟友对成员国产能进行评估、以确定明年产量水平之际，伊拉克正寻求大幅提高本国原油产量配额。
知情人士称，作为该组织第二大产油国，伊拉克希望未来产量目标以日产600万桶为基准计算，较其最近一次采用的基准水平大幅提高。伊拉克石油部未回应置评请求。
伊拉克是石油输出国组织（OPEC）60多年前的诞生地。该国在6月曾暗示，如果无法获得足够高的产量基准，可能考虑退出OPEC。此举若成真，将对该联盟构成重大打击。此前，另一中东主要成员国阿联酋已经退出OPEC。
这项评估对于OPEC内部团结也可能具有关键意义。目前，另一创始成员国委内瑞拉正在认真评估是否退出该组织。与此同时，该国正与美国总统唐纳德·特朗普政府达成一项具有分水岭意义的协议，美国将获得对其部分石油储备相当程度的控制权。
伊拉克9月和10月在OPEC+框架下的产量上限为日产443.1万桶。总部位于巴黎的国际能源署（IEA）估计，伊拉克可持续产能约为日产490万桶。
然而，由于伊朗冲突导致霍尔木兹海峡石油运输受阻，伊拉克当前实际产量远低于上述水平。伊拉克8月原油日产量平均为298万桶。
