本报西宁讯 （记者 李延平） 9月10日，记者从西宁市财政局获悉，西宁市成功争取落实老旧小区加装电梯超长期特别国债资金3495万元，实现该领域超长期特别国债资金零的突破。
自2024年超长期特别国债支持大规模设备更新政策实施以来，西宁市依托国债资金推进老旧住宅电梯更新改造，累计落实资金15650万元，有效化解电梯安全运行风险，改善设备性能，守护居民乘梯安全，不断提升群众幸福感。2026年，国家进一步优化超长期特别国债支持政策、拓宽民生领域支持范围，新增将老旧小区既有住宅加装电梯纳入支持体系。西宁市财政局立足财政职能、紧扣政策导向，精准把握本次政策扩围重大机遇，协同发改、房产等部门积极开展调研摸底，主动向上对接争取资金，成功争取落实老旧小区加装电梯超长期特别国债资金3495万元，支持全市132个老旧小区加装电梯项目建设，构建国债补助、地方配套、业主自筹相结合的多元化资金保障机制。
此次超长期特别国债政策扩围落地，实现政策支持从老旧电梯更新到新增电梯加装的全覆盖，破解老旧小区加装电梯筹资难、推进慢、群众负担重等难题。国债资金投入大幅降低项目建设成本，显著减轻居民特别是老年人、特殊困难群体出资压力，充分调动居民参与老旧小区改造的积极性，补齐老旧小区便民设施与适老化建设短板，持续优化人居环境、提升城市宜居品质。
