新华网北京9月11日电（记者  卢俊宇）9月4日，银华粤海水务水利封闭式基础设施证券投资基金获批，成为全国首单水利设施发电不动产投资信托基金（REITs），也是全国首单省级水利REITs。产品发行规模预计15.83亿元。

飞来峡水利枢纽

据了解，广东省委、省政府以飞来峡水利枢纽、潮州供水枢纽电站存量资产为底层资产，申报发行广东省水利基础设施公募REITs，募集资金将重点支持清远市黄茅峡水库工程建设。

为推进项目落地实施，广东省组建了省级工作专班，推动项目审核报批工作；广东省水利厅建立“周调度、月报告”机制，实行任务推进计划和申报材料问题“两个清单”管理；多个省直部门与清远市、潮州市两地协同攻坚7大类45项工作任务，仅用15天、50天分别完成飞来峡枢纽与潮州枢纽的关键厂房不动产权证办理。

黄茅峡水库工程

此次全国首单省级水利REITs的成功落地，是广东省探索水利行业省属水利存量资产盘活、破解重大水利工程建设资金筹措难题的重要实践，也为全国省级水利存量资产市场化运作提供了有益的借鉴。
