2026 Inclusion·外滩大会于9月9日在上海举行。在“AI经济增长新范式与社会价值重构”的讨论中，中金公司首席经济学家缪延亮表示，AI冲击所带来的需求不足是结构问题和分配问题。
他建议应调整税制，纠正税制对劳动与资本的“差别对待”，并可考虑适度征收“自动化税”、“机器人税”或“AI税”。
在再培训方面，他建议有针对性加强教育与再培训，缓解结构性失业；同时把握培训与救济的介入时机和退出机制，避免形成长期福利依赖、诱发永久性或半永久性失业。
此外，由于AI时代新岗位创造较慢，迫使求职者向较低技能岗位下沉。缪延亮认为，应通过财政贴息，并与专项再贷款等结构性货币政策工具协同，引导社会资本投向AI难以替代或需要人机协同的新兴服务业。
