【冯德莱恩：欧盟拟限制未成年人使用社交媒体】当地时间9月16日，欧盟委员会主席冯德莱恩在法国斯特拉斯堡欧洲议会发表年度“盟情咨文”时宣布，欧盟将进一步加强对未成年人网络使用的保护，并提出分年龄段限制未成年人使用社交媒体等数字服务。冯德莱恩表示，13岁以下儿童不得使用社交媒体，15岁以下未成年人不得拥有个人社交媒体账户。对于13岁至15岁的未成年人，欧盟拟允许其使用由父母或监护人开设并监管的“迷你账户”，同时限制账户功能和使用时间。她还表示，对于15岁至18岁的未成年人，数字平台将必须履行“安全设计”义务。冯德莱恩强调，欧盟“不应接受”容易让人上瘾的网络功能，也不应接受儿童不断接触更加极端的网络内容。她表示，未来将改变平台与用户之间的责任关系，由数字平台证明其服务对儿童是安全的，而不是由儿童和家长承担全部风险。据介绍，欧盟委员会将于9月17日公布相关“儿童网络法案”的具体方案。相关措施还需经过欧盟成员国和欧洲议会等程序后才能最终落地。
