Tradingkey - 美东时间9月15日，《CLARITY法案》在美国参议院的投票现已结束，以50票赞成、50票反对收场，未达60票程序性门槛，全院辩论无法启动。
该投票结果，仅代表《CLARITY法案》暂时无法进入参议院正式审议程序。并不等于法案永久死亡，也不代表法案被最终否决。意味着参议院无法结束对“是否进入审议”的程序性辩论，法案暂时不能进入后续的修正案讨论。
受此影响，加密货币普遍受挫。比特币（BTC）下跌4%，跌破7.6万美元关口；以太坊（ETH）跌5.22%，报2404美元；瑞波币（XRP）跌超10%，报1.32美元。

《清晰法案》的核心是把数字资产管辖权重划：成熟网络代币归CFTC、早期代币归SEC，中间设"成熟度认证"过渡机制。
法案停摆后，SEC将继续按自身时间表推进规则体系，CFTC与SEC的管辖边界仍靠个案与诉讼界定。行业短期只能依赖已生效的GENIUS稳定币法案与现行框架运行。
