近日，建设银行与中国银河国际证券私人有限公司（以下简称“银河海外”）联动，落地中英柜台债项下首单投资中国地方政府债的跨境交易及托管业务。本次业务以中英柜台债为投资渠道，由建设银行新加坡分行为银河海外提供本地托管服务，实现了中英柜台债机制下地方政府债跨境交易和托管业务的新突破。
中英柜台债是依托中英经济财金对话框架，由建设银行承办的债券市场跨境交易业务。作为本次业务的境外托管服务机构，建设银行新加坡分行充分发挥新加坡国际金融中心区位优势和本地托管服务能力，为银河海外提供账户开立、债券结算、登记确认、持仓报告等一站式托管服务，为跨境债券投资提供安全、高效、便捷的本地化服务支持。
本次业务将境内地方政府债正式纳入中英柜台债跨境体系，有助于进一步丰富境外人民币优质资产供给，提升地方政府债券国际认知度，为境外投资者参与中国债券市场提供更加多元的投资选择。
下一步，建设银行将持续丰富中英柜台债业务内涵，围绕境外投资者多元化投资需求，加强跨境债券产品和托管服务创新，充分发挥新加坡等境外分行优势，持续完善服务体系，为推动中国债券市场高水平对外开放和人民币国际化贡献力量。
