消息面上，据市场媒体报道，有消息人士透露，美国参议院少数党领袖Chuck Schumer举行民主党党团会议，讨论计划于9月15日进行程序性投票的《CLARITY Act》。目前投票结果仍不确定，约12名民主党议员已就该法案谈判数月，但仍有三类问题尚未解决。其中最关键的是针对政府要员的加密伦理条款，民主党希望限制总统特朗普通过其家族加密业务获利。共和党则主张民主党先支持推进法案，再在参议院审议期间继续谈判。
据悉，《CLARITY Act》能否获得60票成为关键挑战，其中伦理条款是正在讨论的问题之一。Coinbase(COIN.US)首席执行官布莱恩・阿姆斯特朗近日表示，《CLARITY Act》旨在为数字资产搭建一套美国联邦层面监管框架。鉴于加密货币企业、执法机构以及多家银行的广泛支持，该法案大概率能够获得通过。
