美国参议院9月15日以49票对50票否决《数字资产市场清晰法案》程序性动议，远未达到推进法案所需的60票门槛。这一结果对多年来投入巨额政治献金寻求美国全面监管框架的加密行业造成重大打击，加密概念股当日普遍大幅下挫。
主要加密相关股票中，Coinbase下跌近9%至174.42美元，稳定币发行商Circle下跌9.4%至88.26美元，Galaxy Digital下跌8%，Gemini下跌7%。跌势蔓延至整个板块，Robinhood下跌3%，Bullish下跌5%，eToro下跌4%。加密矿企方面，Riot Platforms下跌5%，MARA Holdings、CleanSpark、IREN及Core Scientific跌幅均在约3%至4%之间。
该法案原拟为不同加密货币和区块链项目在美国的监管待遇制定规则，并赋予美国商品期货交易委员会对加密现货市场更大监管权限。法案未能推进意味着加密行业将不得不等待更长时间，才能获得许多企业所称在美国进行长期规划所需的立法框架。
当日市场抛售并非完全由参议院投票所致。投资者在美联储9月16日利率决议前削减风险头寸，市场普遍预期美联储将加息。比特币过去24小时下跌约3%，一度接近75000美元。纳斯达克和标普500指数等传统股市亦收跌。
