ChainCatcher 消息，数字资产管理公司 Grayscale 研究主管 Zach Pandl 在分析中表示，即使国会今年未能通过 CLARITY 法案，美国加密监管仍可在稳定币、代币发行、代币化证券及永续期货等领域推进。
美国总统 Donald Trump 于 2025 年 7 月 18 日签署 GENIUS Act，为支付型稳定币发行建立监管框架。法案要求发行方提供足额储备并每月公开储备构成，禁止误导性宣称代币受联邦保险、美国政府支持或属于法定货币。美国证券交易委员会（SEC）提出 Regulation Crypto Assets，拟允许符合条件的项目在四年内融资不超过 500 万美元，或每 12 个月融资不超过 7500 万美元。相关豁免及投资合同安全港仍处于提案阶段，公众意见提交截止日期为 10 月 20 日。
CLARITY 法案的近期程序节点为 9 月 15 日对推进动议进行的终止辩论投票，该程序需要 60 票通过，并非最终表决。Grayscale 表示，法案仍有助于明确 SEC 与商品期货交易委员会（CFTC）的监管权限划分，但未通过不会中止已在推进的监管措施。
