葡萄牙政府批准向逾200万退休人员增发养老金，同时推出个人所得税减税计划，以此减轻受生活成本上涨困扰的家庭压力。
总理路易斯·蒙特内格罗于周四晚间发表电视讲话，公布这项总额8亿欧元（折合9.18亿美元）的一揽子政策。他排除了更多普惠性纾困措施，例如下调基础食品增值税。蒙特内格罗称，政府必须在“保障居民收入与控制公共开支之间取得平衡”。
这项政策发布之际，政府将于下月提交2027年预算草案。蒙特内格罗领导的少数派政府需要获得反对派支持才能使预算获得通过。与此同时，民众正承受伊朗冲突引发的能源价格飙升以及大范围通胀压力。
本次税收调整将覆盖年收入最高43090欧元的应税收入档位。相关提案仍需提交议会，经议员审议批准后方可生效。
欧盟统计局数据显示，葡萄牙属于西欧收入水平相对偏低的经济体，2025年人均国内生产总值为欧盟平均水平的81%。
