纳入储备的比特币 20 年内不得出售、兑换、拍卖或抵押。经修订的文本删除以美联储资金、黄金凭证重估及关税收入购入更多比特币的安排，将储备证明报告频率由季度调整为年度。法案未授权购买比特币，仅要求财政部和商务部研究无纳税人成本的增持方案。
