据商务部官网9月20日消息，泰国财政部常务次长拉瓦隆表示，财政部正制定电动汽车、混合动力汽车、插电式混合动力汽车等车辆的消费税税率调整方案，预计9月底前提交内阁审批，具体税率目前尚未公布。
税务厅厅长蓬猜表示，电动汽车产业约占泰国国内生产总值的2%和出口总额的15%，但部分车型高度依赖进口，对国内生产基础构成风险。为保持泰国区域汽车制造中心地位，税务厅拟建立三级消费税制度，并以投资和本地零部件使用比例作为主要依据。
第一级税率最低，适用于在泰国生产且使用较高比例本地零部件的企业；第二级税率居中，适用于进口车辆测试市场并计划在泰国投资生产的企业；第三级税率最高，适用于仅进口销售、没有投资生产计划的企业。税务厅计划首先实施第三级税率，以减缓未在泰国进行实际投资的进口车辆流入。该税率预计高于现行10%的进口税率标准。
国家电动汽车政策委员会同时决定成立两个小组委员会，分别负责电动汽车制造、供应链及废旧电池管理，以及全国充电站网络建设。此外，委员会责成财政部常务次长研究促进电动公交车、卡车和摩托车发展的措施，并与私营部门讨论新税制过渡期。
