9月18日，省财政厅在上海证券交易所成功发行今年第八批政府债券88.208亿元，其中新增债券38.608亿元，再融资债券49.6亿元。本批债券期限包含5年、10年、15年、20年、30年期，平均利率1.78%，平均投标倍数22.74倍。至此山西省累计发行政府债券1617.81亿元。

今年以来，省财政厅认真贯彻省委省政府关于提升地方债发行质效有关批示精神，落实更加积极的财政政策，不断夯实发行基础、创新发行模式，持续优化财政科学管理水平、深化财政金融联动效能，助力山西“十五五”开局经济发展稳步向好。省财政厅积极争取财政部指导，首次发行一只含权土地储备专项债券1.31亿元，期限为3+2年，中标利率1.47%。含权债券是在债券契约中含赎回权的债券品种，省财政厅可根据该只债券对应项目收益实现情况，选择第3年行使赎回权或第5年到期一次还本。

此次含权债券的成功首发，一方面增强了金融机构承销意愿，含权债券实际久期相对普通债券较短，而票面利率基本一致，存在一定溢价空间，激发了市场配置交易活力，债券流动性得到持续改善。另一方面实现了项目收益和债券期限的合理匹配，有效提高财政资金配置效率，通过灵活安排兑付期限结构，切实提升债券存续期精细化管理水平。
