ChainCatcher 消息，Strategy 创始人 Michael Saylor 表示：数字资产行业在获得 SEC、CFTC、财政部和银行监管机构支持性规则的情况下，比接受最终 CLARITY 妥协中的限制更好。最安全的路径是创造让客户满意的产品并广泛部署，使人们在创新中拥有利益。应保护所有权、要求诚实披露并惩罚欺诈，然后让企业家竞争和成长。
Saylor 称，9 月 CLARITY 妥协本将限制受覆盖提供商仅为持有支付稳定币向客户付款，同时允许合格活动奖励，并指示财政部在认定社区银行出现大量有害存款转移时限制某些奖励。GENIUS 法案已包含对发行方支付稳定币利息和收益的限制。CLARITY 的创新沙盒本将把参与企业限制在 25 名员工、各委员会每年 20 个项目批准。SEC 已于 9 月 17 日为某些代币化股票的链上交易提供有条件救济，CFTC 主席承诺在法案停滞时使用现有权限。
他指出，应利用 2027 年和 2028 年将有用产品规模化，将临时救济转化为持久规则。目标是让 5000 万美国选民使用改善生活的数字金融产品。数字创新的最佳保护是从中受益的公众。
