为全面贯彻落实党中央、国务院关于实施“两新”工作的部署安排，认真落实《国家发改委 财政部关于2026年实施大规模设备更新和消费品以旧换新政策的通知》要求，按照《交通运输部办公厅 国家发展改革委办公厅关于印发2026年新能源公交车及动力电池更新补贴实施细则的通知》要求，省交通厅、省发展改革委、省财政厅联合印发《山西省2026年新能源公交车及动力电池更新补贴实施细则》。
2026年新能源城市公交车及动力电池更新补贴由以前年度消费品以旧换新调整为大规模设备更新，资金全部由中央超长期特别国债资金承担，我省将采取“先摇号后补贴”的方式进行。
补贴资金范围
一是支持2018年12月31日前注册登记（以《机动车登记证书》为准）的新能源城市公交车更新；二是支持超过质保期（2026年12月31日前到期）或不满足安全运营条件的新能源公交车动力电池更换。
补贴资金标准
每辆车平均补贴8万元；其中：对更换动力电池的，每辆车补贴新购动力电池价格的50%，最高不超4.2万元。
