OpenAI is extending access to its specialized cybersecurity program, Daybreak, to the government of Ukraine to strengthen the defense of civilian critical infrastructure.

The developer of the ChatGPT artificial intelligence platform said that the partnership equips national incident response teams such as CERT-UA with access to advanced AI for security work ranging from reviewing older software and investigating suspicious activity to validating vulnerabilities and testing fixes. CERT-UA handled nearly 6,000 cyber incidents in 2025 alone targeting critical infrastructure.

The move comes as Ukraine's essential services face heavy hybrid warfare, where energy grids, healthcare systems and telecommunications infrastructure are increasingly targeted by attacks. The decision also marks an expansion of OpenAI's international security deployments across Europe, including France and Germany. The technology was also used by EU's cyber agency, ENISA, to identify vulnerabilities in software used across its institutions, all of which have since been resolved.

OpenAI highlighted a recent Daybreak deployment where Poland's national cyber agency, CERT Polska, used its models to discover vulnerabilities in third-party router software, which were subsequently addressed and fixed by the vendor.
