9月23日，第九个中国农民丰收节到来之际，辽宁发布惠农“大礼包”，一系列含金量高、针对性强的涉农成果与政策集中对外发布。
当日，辽宁城乡群众庆祝丰收联欢活动暨金秋消费季启动活动在盘锦市盘山县举行。本次活动由辽宁省农业农村厅、盘锦市人民政府主办，以“丰收开新局 实干促振兴”为主题，聚焦乡村产业振兴与城乡消费提振，搭建集成果发布、品牌推介、产销对接、文旅融合于一体的全维度交流平台，集中展示新时代辽宁“三农”发展丰硕成果与优秀农耕文化。全省各地优质特色农产品集中亮相，采购商与经营主体面对面洽谈对接。
开幕式上，辽宁省农业科学院推介科技转化成果；沈阳海关、大连海关、中铁沈阳局集团公司等发布助农惠农政策和措施；辽宁省农担公司、辽沈银行、太平洋财险辽宁公司推介金融助农产品和服务；中国邮政辽宁省公司、京东集团、顺丰物流、抖音集团发布助力农产品上次的电商物流服务和措施；现场还发布了辽宁农产品区域公用品牌价值，盘锦市就“红海滩”农文旅品牌进行了专题推介。
除主场系列活动外，辽宁省省直17个部门统筹开展38项特色庆丰收活动，全省14个市及37个县（市、区）同步组织47项配套庆祝活动，广泛开展农产品品牌展销、电商助农直播、农耕科普体验、农趣赛事等丰富活动。
