Coinbase 获 ADGM 许可，建设代币化证券枢纽

ChainCatcher 消息，加密交易平台 Coinbase 已获得阿布扎比全球市场（ADGM）金融服务监管局（FSRA）颁发的金融服务许可（FSP）。该许可允许其安排投资交易，并就代币化证券提供托管。Coinbase 将该许可描述为其国际代币化枢纽的监管基础，也是其在阿联酋设立的两项主要非美国机构业务中的第一项，另一项为迪拜的衍生品业务。

根据许可范围，FSP 涵盖完全由底层股票支持的代币化股票的安排与托管。数字证券持有人可获得股息等经济敞口，投票权与赎回权受各招股说明书中的归属条件约束。Coinbase 称，投资者仅需加密钱包即可交易，二级转让不需要经纪账户或代理银行关系，但将收益赎回为法币仍需银行或经纪账户。

Coinbase Institutional 联席首席执行官 Brett Tejpaul：目前尚无主要金融中心建立同时将代币化股票视为证券、区块链原生代币和可组合 DeFi 资产的框架。ADGM 首席市场发展官 Arvind Ramamurthy 称，Coinbase 枢纽体现了该中心渐进、稳健且与国际接轨的监管框架。FSRA 于 2018 年发布首批虚拟资产规则，相关安排包含制裁筛查以及在钱包层面冻结或扣押资产等保护措施。ADGM 适用英国普通法，FSRA 职权不同于阿联酋证券与商品管理局，注册实体不会自动在其他海合会司法管辖区获得通行证。
