ChainCatcher 消息，Independent Community Bankers of America（ICBA）周五向美国哥伦比亚特区联邦地区法院起诉货币监理署（OCC），质疑其向加密企业授予国家信托银行牌照的权限，并要求法院撤销 2026 年 3 月 2 日最终规则及解释函第 1176 号。
ICBA 总裁兼首席执行官 Rebeca Romero Rainey 表示，相关牌照使加密企业获得联邦银行牌照的信誉，却无需遵守联邦存款保险、资本和流动性标准及《社区再投资法》等要求。ICBA 还要求撤销 Protego Holdings 的有条件牌照，称其治理和风险控制存在不足。该诉讼涉及 Circle、Ripple、Paxos、Fidelity、BitGo、Kraken 母公司 Payward、Block 及 World Liberty Financial 等申请或获批 OCC 牌照的数字资产企业。Elizabeth Warren 参议员另行指责相关批准违法，相关行业对此提出异议；OCC 正计划在 11 月前完成《GENIUS 法案》稳定币规则。
