一、招标条件：

本招标项目昌黎县2026年农村基础设施常态化帮扶建设项目设计施工总承包(EPC)已由昌黎县行政审批局以昌黎县行政审批局关于下达昌黎县2026年农村基础设施常态化帮扶建设项目投资计划的通知（昌审批审字【2026】23号）批准建设，项目业主为昌黎县农业农村局，建设资金来自财政资金，项目出资比例为100%，招标人为昌黎县农业农村局。项目已具备招标条件，现对该项目的设计施工总承包进行公开招标。

二、项目概况：

本项目总投资659.97万元，其中招标估算额598.62万元。

建设规模：本项目主要针对6个乡镇18个行政村实施支、巷道水泥混凝土硬化总长18532.27米，面积54338.3平方米。

建设地点：昌黎县6个乡镇18个行政村。

计划工期：项目建设期8个月，其中，设计周期：签订合同后30日历天，施工工期214天。

标段划分：1个标段。

三、招标文件的获取：

凡有意参加投标者，请于2026-10-10 09:00至2026-10-15 17:00（北京时间，下同），登录秦皇岛市公共资源交易网（https://www.qhdggzy.cn/）下载电子招标文件。

四、投标文件的递交：

投标文件递交的截止时间为2026-10-30 09:00:00，投标人应在截止时间前通过秦皇岛市公共资源交易网（https://www.qhdggzy.cn/）递交电子投标文件。
