　　据知情谈判人士透露，受美国商务部长霍华德・卢特尼克反对，美墨关税协议谈判陷入停滞。美墨原本有望达成一项协议：美国下调钢铁、铝以及汽车产品关税，换取墨西哥作出一系列让步。

　　若该协议落地，将为后续《美墨加协定》（USMCA）续约谈判铺平道路。但近几日，围绕这批出于国家安全理由加征、由商务部负责执行的关税，谈判前景蒙上阴影。不过美墨双方官员均表示谈判仍在推进，否认谈判已经陷入死局。

　　知情人士称，卢特尼克反对大幅下调针对墨西哥汽车征收的 25% 关税，以及钢铁、铝产品 50% 的关税。他同时也反对降低所谓衍生产品—— 即以钢铁、铝为原料加工而成的成品 —— 的关税。美国国内铝业企业向政府表示，下调上述关税将会损害美国本土企业利益。
