据美国白宫16日发布的行政令，特朗普豁免《2026年林赛·格雷厄姆制裁俄罗斯和伊朗法案》规定的多项制裁、限制措施及关税。
豁免范围包括对俄罗斯输美商品加征500%关税，以及对俄罗斯能源主要进口国和协助俄石油贸易规避制裁的国家加征100%关税的措施。
此外，豁免还涉及针对俄罗斯央行、主要商业银行、国有企业及政府官员的制裁，以及对俄投资、能源贸易、主权债务购买和相关金融交易的限制。
该法案于今年9月18日签署成为法律，原定在生效后30天内实施多项制裁及关税措施。
特朗普此次援引法案赋予的总统豁免权，暂缓实施相关规定，但并未废除该法案，此前依据其他法律及行政命令实施的对俄制裁仍然有效。
