该提案需经过双重流程才能生效：House of Stake 投票通过后，验证者还需通过标准协议升级流程独立采纳。提案引用了 Solana 于 2026 年 8 月通过的 SGP-0002 作为先例，后者以 67.001% 的质押权重批准了类似发行削减。目前 NEAR 网络共有 406 个活跃验证者，质押率为 42.71%。
