ChainCatcher 消息，美国区块链协会 Blockchain Association 发文称，已致信参众两院领导层，敦促国会推进审慎、跨党派的数字资产税收立法，并上线 TaxClarityforAmerica.com，供公众了解原则、查看国会进展并联系议员。
协会称，约 6700 万美国人持有并使用数字资产，但现行税制面向旧时代，导致纳税人不确定、合规负担过重，并迫使创新向境外转移。
其“数字资产税收原则”包括：有实质意义的小额豁免；挖矿与质押奖励在处置时作为新创造财产征税；保护纳税人隐私的申报安排；税收遵循经济实质而非技术形式；以及在防滥用的同时不惩罚日常活动的洗售规则。
协会还称，众议院筹款委员会此前已推进数字资产税收相关法案，参议员 Steve Daines 亦提出参议院版本，国会休会至 11 月 3 日选举后，短会期仍有立法窗口。
