【环球网财经综合报道】日前，工业和信息化部会同国家发展改革委、教育部、财政部、人力资源社会保障部、国务院国资委、市场监管总局、国家国防科工局近日联合印发《产业基础能力提升“十五五”规划》，全面部署未来五年产业基础高级化建设任务，主要内容包括加强产业基础领域通用大模型和行业大模型研发布局；实施工业数据筑基行动，培育数据合作联合体等。

《经济日报》此前发表评论提到，伴随人工智能迅速发展，行业大模型成为驱动各行各业数字化转型的重要引擎，对于建设现代化产业体系、培育新质生产力具有重要的战略意义。然而，随着行业大模型的深化运营，一些不足逐渐显现；行业大模型落地应用呈现高投入、长周期特点，形成了较高的资金与技术门槛。

此前，多地发布相关政策，推动行业大模型发展。广东印发《广东省推进服务业扩能提质实施方案》，提出大力发展通用大模型和行业专用大模型，推动AI编程、数字营销、游戏文娱等业务重点发展，孵化培育AI+软件生态独角兽企业。

上海市人民政府办公厅也印发《国家数字经济创新发展试验区（上海）实施方案》，其中提到，支持研发行业垂类大模型，以及培育发展数据要素和人工智能驱动的服务业新模式，将静态数据资源转为动态价值服务等。
