第一项咨询主要针对那些使用 DeFi 协议或为访问 DeFi 协议提供便利的、受 FCA 监管的企业。该指南并非旨在引入一套新的规则手册，而是旨在明确当企业通过高度自动化、基于分布式账本的系统提供服务时，现有监管要求应如何适用。第二项咨询探讨了在近期立法变更背景下，加密资产监管的适用范围（即“监管边界”）。
