工业和信息化部等四部门10月23日发布通知，进一步防范不良中介机构影响优质中小企业培育认定，持续擦亮专精特新“金字招牌”。
通知明确，在专精特新中小企业认定和专精特新“小巨人”企业初核推荐中，省级中小企业主管部门应健全审核机制、规范全过程管理，切实以严密的审核程序，切断中介机构干扰影响评审工作的途径；中小企业主管部门要让企业充分了解申报政策、审核流程，及时发布和回应热点问题，减少信息差。
通知要求，中小企业主管部门要强化关键数据比对核验，研究建立专利前端排查机制，探索利用人工智能、大数据等技术；中小企业主管部门、网信部门、知识产权部门要联合整治涉申报中介机构发布不实信息、歪曲解读有关申报认定政策、发布涉申报服务虚假宣传及广告信息、以申报结果作出保证性承诺为噱头招揽业务等行为。
此外，对存在数据材料造假情形的企业，由中小企业主管部门取消认定且三年内不得再次申报；对不良中介机构典型案例将在优质中小企业梯度培育平台通报。
工业和信息化部下一步将严格组织专精特新“小巨人”企业认定工作，并通过中小企业专精特新发展质量评价，中小企业和高新技术企业工作专项检查，专精特新中小企业飞行检查等方式，提升优质中小企业培育认定质量，防范不良中介机构影响。
